Job DescriptionSince the establishment of the union of the United Arab Emirates in 1971, education has received the utmost attention of the founding leader, Sheikh Zayed bin Sultan Al Nahyan, may Allah have mercy on him, and his founding brothers. They believed that education was the cornerstone of building an enabled community that could keep pace with the advancements. Over the past decades, the wise leadership of the country was keen on building an educational system that matched its counterparts in the advanced nations. It harnessed for this purpose all the required capabilities, to achieve the country’s agenda and national vision in this regard. Sincere efforts have also been made to develop education and adopt the best systems that achieve high-quality education outputs, to achieve the future visions and aspirations of the wise leadership.Since investing in human capital is the main objective, the UAE has been keen on establishing the Ministry of Education and creating the appropriate environment to build pioneering Emirati schools, in terms of standards, form, and content they provide. It also made sure that such schools provided high-quality educational environment and owned the most technically advanced tools to be able to graduate generations that could pursue their university education confidently in higher education institutions to fulfil the requirements of labour market.The MOE has also provided a smart learning system and high-quality digital platforms, side by side with the continuous development of school curriculums, according to national learning standards, assessment policy that is based on assessing for learning, and highest quality standards that match the best international practices. Various learning tracks, moreover, have been provided to support the capabilities and skills of students and achieve the country’s strategy of encouraging the culture of creativity and innovation through providing the students with the skills of the 21st century and motivating them to have new ideas that relate to the reality they live in and foresee the future. This will eventually help in finding radical, sustainable solutions to the major issues, improving competitiveness, and supporting smart government in its attempts to keep pace with global advancements, advance education, and push it to broad horizons of excellence, leadership, and competitiveness.Main Job Duties & Responsibilities:Strategic Data Leadership• Lead the development and implementation of an enterprise-wide data management strategy aligned with the Ministry s digital transformation vision.• Direct the consolidation, standardization, governance, and dissemination of data across Ministry departments, institutions, and affiliated entities.• Establish and champion a culture of data-driven decision-making and continuous improvement.Governance & Policy Development• Define, implement, and monitor data policies, standards, controls, and quality frameworks aligned with the DAMA -DMBOK framework and UAE s data protection laws.• Oversee access control, data classification, privacy, and ethical use of data.• Establish processes to ensure data security, integrity, confidentiality, and complianceService Quality Development Division• Lead efforts to monitor and evaluate service performance across contact centers, IT support, and front-line staff.• Drive continuous improvement programs based on feedback, complaint analytics, and performance audits.• Design and implement staff development programs to enhance professional communication, customer empathy, and service effectiveness.Oversight of Divisional Functions – Data Governance• Develop and maintain enterprise data governance frameworks and enforce data ownership and stewardship responsibilities.• Oversee the implementation of institutional standards for data collection, storage, quality, and metadata management.Skills15+ years of experience in progressive experience in data management, analytics, or information governance.• 8+ years of experience in multi-team management and leadership roles.• A bachelor s or master s degree Computer Science, Information Management, Statistics, Data Governance, Digital Transformation, Public Policy Analytics or within a relevant field.• Minimum 12 15 years of progressive experience in data management, analytics, or information governance, with at least 5 years in a leadership role.• Proven experience in leading cross-functional data and analytics teams in a government, education, or public sector setting.• Demonstrated experience with data governance frameworks (e.g., DAMA), business intelligence tools, and AI-driven analyticsTechnical & Analytical Skills:• Advanced understanding of data governance frameworks, data lifecycle management, and metadata architecture.• Proficiency in data integration, data warehousing, visualization platforms (e.g., Power BI, Tableau), and analytics tools (e.g., Python, R, SQL).• Strong knowledge of data protection regulations (e.g., UAE Data Protection Law, GDPR).• Familiarity with cloud-based dta platforms and enterprise data lakesStrategic & Analytical Skills:• Strategic planning and execution of large-scale data programs.• Strong business acumen in applying data to drive educational, operational, and strategic outcomes.• Ability to translate technical information into actionable insights for non-technical stakeholders BRD, Naukrigulf, Ministry of Education Dubai
