Role Purpose :
Lead the embedding of the regulatory reporting process framework in the UAE by :
• Driving regulatory reporting strategic deliverables in UAE
• Coordinating and delivering the end-to-end regulatory reporting process
• Maintaining oversight of the regulatory reporting inventory in the UAE
• Creating playbooks and overseeing the delivery of multiple material UAE regulatory deliverables (RBS, EWRA, BRFs, etc.) that require bank-wide coordination
• Acting as the single point of contact and SME for specific regulatory reporting requirements, operating across all lines of business and bank functions
• Leading transformation and driving effective changes through UAE regulatory reporting and notification processes
• Embedding regulatory reporting policies, procedures, and target operating models in UAE regulatory reports
• Leading enhancement initiatives related to the regulatory landscape

Roles & Responsibilities :
• Design:
Determining and implementing an optimal bank-wide operating model that is scalable, owned, controlled, visible, and maximizes efficiency and effectiveness, including engagement with department champions and support functions.
• Developments:
Early identification and management of new reporting requirements with 2
LoD Stewards, including engagement with the CB and industry bodies to influence future requirements and deliver ‘dry runs.’
• Production:
Coordination and delivery of the end-to-end reporting process, including submission management, internal escalation, and handling post-submission queries from the Central Bank.
• Assurance:
Validation of routine report submissions via data assurance and analytical reviews, along with targeted deep-dive quality assurance reviews to enhance effectiveness and efficiency.
• Other:
Management of ad-hoc regulatory reporting requirements, engagement with internal compliance functions, maintaining report inventory, and supporting the evolving regulatory landscape.
• Maintain oversight of strategic regulatory reporting deliverables.
• Design and implement an end-to-end reporting process across Lines of Business and functions that is defined, owned, IT-enabled, and effective.
• Drive delivery of BAU regulatory reporting requirements in UAE, focusing on new bank-wide coordinated requirements such as Monthly Examiner Returns and RBS.
• Ensure effective control policies and procedures are in place for regulatory reporting.
• Ensure accuracy and integrity of regulatory returns.
• Minimize project and BAU risk by providing guidance and establishing a control framework around regulatory reporting.
• Key stakeholders include the Chief Operating Officer and Chief Risk Officer, along with the Chief Control Officer and Chief Compliance Officer. Engagement across LOBs and sub-functional teams is essential for bank-wide delivery.
• Drive and deliver status updates to the country and region Risk Management meetings and governance forums.
• Ensure BAU and strategic regulatory reporting are delivered efficiently and effectively.
Requirements
Experience & Qualifications :
• Graduate degree is REQUIRED – necessary for UAE Visa and Work Permit.
• Resilient and adaptable professional with proven experience working effectively with banking regulators.
• Advanced knowledge of regulatory reporting requirements issued by PRA, DFSA, or other major regulators in the Middle East.
• Knowledge of economic principles, financial markets, financial services, and financial data analysis and reporting.
• Strong understanding of banking and financial reporting systems architecture, functionalities, and experience in system implementation and process improvement in large financial institutions or multinational corporations.
• Proven experience influencing external policy agendas and adopting proactive approaches to changing regulations.
• Strong leadership qualities aligned with HSBC values: open, connected, dependable.
• Ability to lead transformation and change in a large matrix organization.
• Effective relationship-building and influence at senior levels in high-pressure, deadline-driven environments.
• Strong verbal and written communication and interpersonal skills.
